If I connect to the very same account on another clean profile, then I have "Rest of the world" region. Restoring my Nexus S profile on a Flame, I still have Germany as a region.

Yeah, it's definitely because of the region&carrier stored in your user settings. There seem to be a bug somewhere causing us not to override what's store in your settings with the info from the SIM card. We're also discussing a similar issue in https://bugzilla.mozilla.org/show_bug.cgi?id=1043263#c8 ; your issue is related but slightly different, and the fact that we haven't switched to the "true" packaged app complicates things a lot.

Closing this bug since when I retested right now, I'm getting "France" as a region.
