Description: The text in the downloads manager is not right-aligned as it is seen in other areas on the device, and because of this the 'x' and resume arrow buttons in the downloads manager are overlapping with text on the left side of the screen. Repro Steps: 1) Update Flame to BuildID: 20140728000238 2) Begin downloading a large file 3) Open the download manager 4) Observe the 'x' overlapping with text 5) Tap the 'x' 6) Observe the refresh button overlapping with text Actual: Text is left-aligned and buttons and text are oerlapping in the downloads manager. Expected: No unintended overlap, and all Arabic language is right-aligned. Please recheck the results for 1.4. There was a known issue with this but the workaround was to download a file completely and then it should start showing downloads.

This issue DOES reproduce on the Buri v1.4 MOZ ril, and and the Open_C v1.4. Please check your produce and component. I don't think this is a localization issue.

This is a regression but not nominating to block since this is specific to one language that is RTL.
