I've expected to have Telegram support in Thunderbird. Since there's a public API I don't see why not.

Since there's a public API I don't see why not.
Although the APIs are public, Telegram doesn't have an open-standard, which makes it much riskier to support. (There's a high likelihood that it would run into the same issues as the support for Twitter, trying to adapt to arbitrary API changes.) Additionally, there's only a single (proprietary) server implementation which doesn't fit into the Thunderbird ethos very well.
I think support for this would better fit under an extension once that's easily doable again.
