Build 2001101503:
Text zooming on any form page (e.g. Bugzilla) does not increase height and it's
annoying, because a lot of high traffic pages include form elements (for
navigating the various pages of an article) *and* small fonts that requires
zooming for better readability.
I think bug 4821 is too generic to consider this one as a dupe (perhaps it would
become a meta bug for text zoom issues). Besides, there's no progress on that
bug, so I think it's better to file individual bugs for every zooming imperfection.

Works for me on this page, using 2001101803 on Windows 98. The textarea and
textboxes on this page are resized to hold the larger text. If this bug turns
out to be valid, though, it blocks bug 47275.
The screenshot was taken with 0.9.5 but it's the same with latest trunk builds.
Regarding to bug 47275, I am not sure which one blocks the other.

The form fields your screen shot shows as not growing on zoom are drop-down
listboxes (<select> elements). I thought you were talking about <textarea>
elements, like the field for typing additional comments. Bug 62384 covers the
problem for <select>s, which I have seen.
Correct. I was talking about combo boxes.
