I want an account for checking code into Webtools, primarily Bugzilla. I have no intention of working on Mozilla. As such, I understand super-reviewer approval is unnecessary.

okay, if Matthew wants cvs access, then I will need a voucher and some SRs. I would suggest also adding some patches to this bug.
No, he doesn't need srs, because this is for bugzilla access: webtools/bugzilla on the main cvs repository. There isn't an sr requirement for that, and the bugzilla module owner (Dave Miller, justdave@syndicomm.com) has done the vouching
account activated.
