Steps To Reproduce:
1. browser.tabs.remote.autostart = true and restart
2. In order to reproduce easily, you can un-check "Don’t load tabs until selected" if necessary
3. Open several tabs
4. Exit browser
5. Start browser and restore previous session
6. Open a Menu or PanelUI

Actual Results:
Menu is unexpectedly closed.

Expected Results:
Menu should not be closed without the user's operation.

Hi Alice,

I haven't managed to reproduce this issue on the latest Aurora build(46.0a2) on Windows 7 x64. I've followed steps 1 to 6 and the Menu UI didn't close after I restored the previous session.

User Agent: Mozilla/5.0 (Windows NT 6.1; WOW64; rv:46.0) Gecko/20100101 Firefox/46.0
