Reported by garvank on Mac and Linux, Eclipse 4.3.2 and 4.4.0. For reasons unknown, the Android ADT plugin (23.0.mumble) does not recognize non-library projects (Fennec, Robocop, {Browser,Background}InstrumentationTests, etc) as importable. The work-around is to use Import... > General > Existing Projects into Workspace instead.
The Android Eclipse IDE integration has been totally superceded by the Android Gradle and IntelliJ integration from Bug 1041395 and friends. Bug 1196367 is removing the Eclipse support entirely.
