Steps to reproduce:
I already have english (en-US locale) firefox installed in my system. I tried to check if I can install ta-IN locale into the same firefox installation. But could not find such option
Actual results:
I could not find any option to install more than one locale in firefox.
Expected results:
Option to install & use more than one locale is necessary when we share computers with family members who like to use different language in firefox.
So this feature needs to be built into firefox.

This is already possible and people already do this... you can download the ta-IN installer (other systems and languages on the web page) and install into a different location. The shortcuts will need to be manually renamed to prevent them from being overwritten.
Long version: if this were implemented in the installer vs. the method described above the additional options would be confusing for the main use case used by the vast majority of users and also add significant complexity to the code for a use case that is seldom used so it isn't implemented in the installer.

I could not fully understand the method(workaround) mentioned in comment1. Also its not be an installer issue.
When Firefox installs(using English or localized installer), it should hold all the language packs inside it.
Its similar to whats already implemented in Mobile(android)version of Firefox. In android version, when we want to change to a different locale, we just need to go to settings, change the language. it changes seamlessly to show different language interface(eg, Tamil to English)
We just need the same feature in Firefox desktop version also. This feature will be very helpful for most bilingual users.

I believe that was done for Android so there weren't a ton of different downloads in the Android store.
All locales are not included in the Firefox installer due to several reasons one of which is download size but there are several others.
If you'd like help with installing a second copy of Firefox in a different language you can ask in the support forums.

Another option that is even simpler is to run the English version of Firefox and just install the language pack that you want. It is located here

Thanks for your workarounds. I have managed to get 2 locales working & able to switch using Locale switcher add on. https://addons.mozilla.org/en-US/firefox/addon/simple-locale-switcher/
But still this feature should work out of box if firefox need to reach more people who.
I am not sure why its getting marked so fast marking as RESOLVED & WORKSFORME. We do have a genuine issue(whether bug or feature) in firefox which needs to be addressed.
Is bugzilla not the place for adding new features(enhancements) ? If bugzilla is not where new features are requested, Advice me if there are any alternate page where I can enter new features.

Thank you for requesting this feature, and yes, bugzilla is the proper place to do so.
Unfortunately, not every feature that is requested can, will or should be implemented. In this case, Robert gave a great number of reasons why this feature would be undesirable. As module owner of installers, Robert is unlikely to take a patch that is increasing installer size, has the potential to confuse a regular user and/or increases code complexity. Since this feature would likely run into each one of these three issues and only serve a tiny minority of our users, the bug is marked as resolved/worksforme.

It is getting marked fast because I have had this discussion with the Firefox drivers numerous times before. It is being marked as worksforme because there is a supported method for accomplishing what you want which is for an extremely small percentage of our user base. Also, adding what you are requesting would significantly increase the download size for the vast majority of users that don't want what you are requesting. So yes, it has been discussed before as well as several times over many years and the conclusion is that the methods I suggested to you are the ones provided for the extremely small percentage of users that want to accomplish what you are asking and those are the choices so there isn't an adverse impact on the majority of users that don't want what you are asking for.
There are also other bugs that would provide similar functionality to what you are asking and one such option is covered in bug 342240 so duping.
Please stop reopening this bug.
