Description: When the user selects to open a downloaded PDF file, the PDF Viewer intermittently fails to load the content. Repro Steps: 1) Update a Flame to BuildID: 20140908000204. 2) Go to http://apps.irs.gov/app/picklist/list/formsInstructions.html on the Browser app. 3) Select any PDF file. 4) When the file is downloaded, select the notification. 5) Observe the PDF Viewer launches. Actual: The content of the PDF file does not load. Expected: The content of the PDF file loads properly. [Blocking Requested - why for this release]: Blocking this because it has a high repro rate, and is a regression. If the PDF does not open within the first couple tries it may seem like the file is corrupted, or the link is broken which is not the case, and is confusing for the end user

I have not ability to test -- no actual device. Updates re-landed in bug 1069157, and it was tested manually by :mai and okay AFAIK.
