You’re using the latest version of Firefox." Expected results: A download button for downloading the latest version (V32) from the page.

I believe it's expected behavior. I think we said we'd consider the previous version as up-to-date but I don't remember the reasoning. Holly?

It's an expected behaviour because Firefox 31.x is detected as one of the the latest versions. Only Firefox ESR 31.x users should see the Congrats message but we have not implemented the solution yet (Bug 988725 or something).
