So, for content blocking, to enable/disable we have an options downdown. I think it's reasonable to have that extra step to disable a type of content blocking.
But it seems like we should make it as easy as possible to re-enable blocking - and the dropdown in impeding that.

Yeah, that makes sense.
There are a couple of minor UI tweaks we could make to that panel and this is definitely one of them.
