It looks like this increased in frequency multiple times, but the biggest spike looks to be between the 11th and 12th of November (on mozilla-inbound). That coincides with the landing of bug 1283302. That seems like a likely candidate to me, possibly we're running the test before image loading completes?

Hi Matt, The patch for bug 1283302 was backed out on Aurora yesterday by dholbert because of some talos regressions. We will be investigating the cause for this and other similar intermittent failures that we've seen in the past that might be related to bug 1283302. Thanks!

This bug has a long intermittent history, but beginning April 19 there is a new frequent stylo-only intermittent failure in test-image-layers.html.

I think this failure started with https://treeherder.mozilla.org/#/jobs?repo=autoland&revision=0bba6f1df514545868ca51d1691ea046ccad1a6a&filter-searchStr=stylo. Maybe it was missed when test expectations were updated in bug 1351356? If you don't want to skip the test yet, that's fine, but then I would like to see this addressed within a week.
