We would like to be able to restrict whether a user can verify or close a ticket: - developers should be able to resolve tickets but not verify or close them - QA should be able to set status to verified but not to closed. - release should be able to set status to closed. This should be a matter of adding several extra groups (this requires that the limitation to 64 groups is removed).

bug 49808 has a patch, which hasn't been taken yet because it'll break installs that have 55 or more groups. If you don't have 55 groups, it might work for you.
