Details

This is related to bug 1009164, the implementation of Boku and also of having Android devices on networks that don't support carrier billing, when the user does. This is to cover the front end so, that whenever we request a list of apps, we include the carrier. If an app is a paid app and cannot be paid on that carrier (and does not accept credit card), then we shouldn't show it.
