User Story

As a user I want to be able to move an app group on my homescreen so that I can organize how my groups are laid out.

Acceptance Criteria:
1. By using the method described by the UX spec, an entire app group can be moved to a new position relative to the other app groups.
2. After the app group move is completed, the group is displayed in the new location and no longer in the old position.
2. Interaction and visuals match UX spec.

This issue is verified fixed on Flame 3.0 The user is able to move an App Group up and down over collapsed and expanded groups, and if the user only has 1 group there is only 1 spot for it to be at the top. All app groups will be properly placed and highlited as well.
