This is the meta bug for RTL support in the Keyboard. The release target for full Gaia (all apps) RTL support is 2.2.

Removing bug 1098124 per bug 1098124 comment 4 -- no Keyboard Settings RTL work to be done. That said, we do need to watch out RTL layout when we implement 2.2 features like bug 936724 and bug 879145.

Bruce, any update on this? Late on this one, but let's not track language specific issues in this bug (although they're all fixed by now). This bug should focus on general RTL fixes for keyboard or keyboard settings.
