pdt - what is the user impact?
user impact is that the performance would be not as good as you'd get with
keep-alive.
this fix is critical for performance of browser across satellite-based networks.
Severity: normal → critical
I'm reassigning this to myself since I'm working on it now. It's almost done
and sitting on my box awaiting the tree to open. I'm still having trouble
advertising HTTP/1.1 against www.microsoft.com, I'm looking into it.

I'm going to put extensive changes into http-handler which will allow us to
support pipelining eventually. Hold off your testing till then.
