Splitting this off from bug 1070087. As per our convo, we should define colors for the 'focused' state when the user doesn't touch and uses another means of interacting with the UI. 1) Normal browsing mode 2) Private browsing mode Are we missing any others?

^ Temp color for PB mode's focus: #363B40 (same as the background matte behind the tabs).

Spoke with antlam: looks good for v1. We'll re-evaluate for v2.

Aaron, how important are focused colors (i.e. how many devices have access to focused states, e.g. w/ keyboard)? Is this something we should worry about?

I don't think it's too much of a problem these days, wild variations in the past.

Then after my discussions w/ antlam, sounds like a WORFKSFORME to me. We'll come back to this if there are issues.
