Steps to reproduce:
A few times a day the Firefox update notification popup is fired telling me there is an update available. But when I follow the link to the site and click download, it says I'm using the latest version. This is very annoying as this happens several times a day and I'm required to visit the site just to see if the notification is valid.
Actual results:
Says I'm using the latest version. Of course if there truly is a new version then the message is correct.
Expected results:
The notification popup is obviously wrong. If the browser was correct I would expect the download was indeed an update.

Thanks for taking the time to report this!
Does the problem still happen if you start Firefox in Safe Mode? (Safe Mode disables extensions and themes, hardware acceleration and some JavaScript stuff in order to exclude some possible reasons for problems. It does not disable plugins which are add-ons.) And does this also happen with a new and empty profile? See http://support.mozilla.com/en-US/kb/Basic%20Troubleshooting#w_8-make-a-new-profile and http://support.mozilla.org/kb/Managing%20profiles

Not exactly the same problem as bug: 1078307 and I'll explain why:
After restarting Firefox in Safe Mode as suggested and then selecting "About Mozilla Firefox", it says "Updates available at https://www.mozilla.org/firefox/". But when I click the link the page says "Congrats! You’re using the latest version of Firefox.". However, I'm using Firefox version 32.0.1 on Linux. Of course the latest version is 32.0.3 for Linux so this message is incorrect. And no matter what I do, I am unable to download the latest version because of this. Everytime I go to the "https://www.mozilla.org/en-US/firefox/new/" page, I get the same message of "Congrats! You’re using the latest version of Firefox." and it won't let me download. But...
I did find a way around this problem. If I close the window at "https://www.mozilla.org/en-US/firefox/new/" and then open a new window myself and go to this URL instead "https://www.mozilla.org/en-US/", I am presented with the "FREE DOWNLOAD" button. When I click on this button it takes me to "https://www.mozilla.org/firefox/new/?scene=2#download-fx" and the download automatically starts for "firefox-32.0.3.tar.bz2". According to bug: 1078307 the auto-download does not download anything. In my case I did successfully download the new version using this sequence.
So there you go. There's the bug and what I did to get around the problem. Sounds like a caching problem to me. I believe with this information you may be able to figure out what the problem is.

Yes. Even the latest version has this same issue. I'm currently running a Linux Firefox ver: 38.0.5 "Mozilla/5.0 (X11; Linux x86_64; rv:38.0) Gecko/20100101 Firefox/38.0" currently. The version just before this alerted me of a new version and provided a link to your the download page. Once on the download page it reports back that the Firefox version I am using is up-to-date and will not allow me to download. Because of this I must manually navigate to your public download area and grab the new file. This is no big deal to me. I'm reporting it because it is a bug and irritating.
