STR:
1. Open the Browser app, with an empty history (or few
entries in the history, so that you don't have to scroll
to see some of them).
2. Pan upward.
Actual results:
The rocketbar is collapsible.
Expected results:
The rocketbar is not collapsible, as per bug 1058637.
