For 2.2
Apps such as OperatorVariant, FTU, Emergency Call, etc, that use minimal data, and are unfamiliar apps to the user should be "hidden" from the Mobile App Usage list (displaying them in the list causes user confusion). 

Recommendation: Collapse these apps into "System" for data usage.

If we hide the apps beyond the first 5 under a button, this is much less of an issue.
