The outgoing call window doesn't display 'call failed' in the title bar, just 'Something went wrong' in the window's layout. I expect the same behavior as the 'call ended' case which is displayed on the both sides' title bar.
Darrin: You should be able to try this out in today's nightly. Start a call to a contact, and let it timeout. This should display the something went wrong window. We've got a separate bug on styling it. The question here is what do you want the title to be? I went with the contact's name as that seemed most appropriate, as it gives the user context for what the window relates to, especially when retrying the call. Note that https://people.mozilla.org/~dhenein/labs/loop-mvp-spec/#link-prompt didn't have anything in the titlebar.

I think that is the right choice -- when a something goes wrong during an interaction with a specific contact, having their id/name as the title makes sense. Related, one easy way to trigger this UI is to try calling yourself ;)
