steps to reproduce: 1. Tester is not logged in 2. Load https://marketplace-dev.allizom.org/developers/ 3. Click on Sign in expected behavior: We only show the migration flow to people who haven't migrated to fxA yet. actual behavior: Currently even users who have migrated to FxA are taken through the migration flow every time they sign in.
