Launching Mozilla when it is already running does nothing

Build: 2001103108, Mac OS 9.1
To reproduce:
1. Launch Mozilla by double-clicking on its icon.
2. Launch Mozilla by double-clicking on its icon.
What should happen after step 2:
* Mozilla is brought to the front.
* A new browser window is opened.
What actually happens:
* Mozilla is brought to the front.
* Nothing else.
This problem is particularly bad when Mozilla has no windows open, since it
appears that Mozilla can no longer start (it's usually not obvious that it's
already running).
