Removing as a blocker for GA 35. Still a possibility for GA 36.

During our discussions, the UX for the /whatsnew tour has changed: 1. We will not be showing the tour to users who have already taken the FTUE, as those users will have seen it since Fx35 (max 6 weeks). There also aren't any major changes between Fx35 and Fx36. 2. In bug 1119451, we note that it is not possible to directly link to the FTUE tour. As such we are investigating two options for users who have the icon in the customization palette 2a. Clicking "Add it now" will both add the icon AND drop the Hello panel revealing the "Get Started" button. 2b. Removing the "Try it now" CTA in the info panel after "Add it now"

Per today's meeting, it won't be possible to open panel + highlight icon due to the way the Hello panel anchors.
