Details

User Agent: Mozilla/5.0 (X11; Linux x86_64; rv:30.0) Gecko/20100101 Firefox/30.0
Build ID: 20140605174243

Steps to reproduce:

I clicked the link http://draketo.de/english/freenet/spam-resistant-decentral-comments#donate-with-bitcoin

Actual results:

Firefox scrolled down about 4 lines below the anchor (I had to scroll up to see it).

Expected results:

Firefox should have shown the anchor at top.

If I disable Javascript with noscript, Firefox scrolls to the anchor.
Could be connected to Bug 540847 or Bug 645075, but no bug really fit the issue I see.
This is almost certainly a dup of bug 540847 and company. We scroll to the anchor, then script changes the DOM and moves where the anchor is.
