Image not available in general get the smiley whether they are block or they don't exist

Placeholders for images to be loaded get a smiley too (another one though)

Opinion: this is related to bug 84950 -- these icons, like smileys should be part of the theme. Just not *this* theme, perhaps an AIM theme, but not the standard one.

Images that cannot be loaded show the broken-image icon. If the user has images BLOCKED it just looks like a broken image to layout. If we want to suppress the icon for user-blocked images then we will need to open a new bug on that (actually, I bet there already is one - or it is covered in bug 41924). The icon is not part of the theme. If you think it should be part of a theme, then please open a RFE. Closing this bug as invalid - note also that the smileys were temporary and have been replaced with more respectable images now (bug 108799) *** This bug has been marked as a duplicate of 108799 ***
