which has been RESOLVED WONTFIX.
Bug 1086668 has been opened to "Implement blocklist handling for OpenH264 / GMP"
as a way of mitigating the risk of a user having a vulnerable version of OpenH264.
My opinions include:
A. I am happy that this issue has been considered.
B. I am happy with the blocklist approach.
C. It would be *best* if the 'non appearance of / non testing of / non documentation of'
this issue i.e. WHY OpenH264 Video Codec plugin is missing in plugincheck page,
is addressed in bug 965812.
BACKGROUND
Bug 956905 comment # 148 has a
Status Update on 'the plugincheck service' as at 2014-07-16.
There is much more detail, and many references, in that bug comment.
Bug 965812, cited in bug 956905 comment # 148, is not the most urgent
blocker: bug 1020133 "Improve Adobe Acrobat plugin reporting" is more urgent.

I also can confirm, on my Windows® 8 system without Silverlight.
This has been a consistent feature of Firefox Add-ons Manager, affecting the OpenH264 Codec plugin from Cisco and some other plugins for maybe a year or more.
OpenH264 is not the only plugin that AOM cannot locate for update checks.
Currently, in Firefox v47.0.1, AOM's 'Check your plugins' page additionally misses all plugins other than Adobe Reader, Adobe Flash Player, and iTunes. Nevertheless, the AOM list of plugins includes OpenH264 Codec, Adobe's Primetime Content Decryption Module plugin, and possibly the new Widevine plugin, but that last is still being marked marked with "... will be installed shortly" in the plugins list page.
The checker also has traditionally been unable to check the Intel® plugins (security-related), however these seem no longer to be listed in the Plugins page at all.
This is quite a long-standing bug, annoying and time-wasting. Please escalate!
