1. close all browser windows
2. in menu click Nightly/Preferences or press 'cmd,' (to open the preferences panel)

From in-content preferences triage today: We should fix this, but the frequency of people having 0 windows and then deciding to open the preferences seems pretty low. Removing this from blocking in-content prefs shipping.
