steps to reproduce:
expected behavior:
Error message indicating you've failed to log in to FxA too many times is shown and it is friendly.
actual behavior:
"Attempt limit exceeded" is shown which is not friendly or informative.

The content server portion of this fix has landed [1]. Waiting on the auth-server portion [2]. Assuming [2] lands before Sept 19th, this fix should make its way to prod on the week of Sept 26th.
