Manually tested.
To test:
* Open about:config. Create a pref named "places.history.enabled". Value false.
* Quit Firefox (either through the menu, QuitNow, or by swiping away).
* Relaunch Firefox. Visit pages.
* Close pages.
* Verify that those pages are not visible in history.
* Switch the pref to 'true'.
* Quit and relaunch.
* Repeat browsing. Pages will now appear in history.
Mark, do we have a partner need to uplift this to a particular version?
