This is a continuation of bug 1091751. If both a gMessageManager.sendCellBroadcastMessage() and a system message are fired for one CMAS message, two popups will be displayed. One being the normal dialog and the other by Network Alerts app. The intentions were to have the normal dialog handle normal CB messages and Network Alerts app to handle CMAS (emergency alerts) messages.
As agreed from https://bugzilla.mozilla.org/show_bug.cgi?id=1091751#c13, both types of messages should be handled by Network Alerts app.

We agreed that this is a good long term strategy but we also think this is a lot of work for a not very clear user impact.

this is feature work that will need some effort on eng side - I will for now move this into backlog and track this but its unlikely to happen for 2.2. MESSAGING-21
