2. Click on 'Start a conversation' (smiley face) icon
3. Click on 'Terms of Use' (or 'Privacy Notice') link
4. Observe new tab open with no content
NOTE:
0.9.0 deployment checks show that content is there

I found out what's happening here: it's e10s. We turned e10s on by default in today's Nightly and this bug surfaced. Turning e10s off fixes this bug.
