Currently, using the up/down arrow keys, after completion of the displayed suggestions, the one-off search engines are selected next. I believe that the search engine should be only available using Tab key - this is already in place. Reproduced using Firefox 34.0 RC build (20141124205320) under Win 7 64-bit, Ubuntu 14.04 32-bit and Mac OSX 10.9.5.
This was 'by design' (from phlsa).
I think that's a good thing.
Making the one-click search engine buttons accessible through up/down was intentional.
