Details
After updating to Firefox 31.3.0 ESR this morning on Linux, I cannot load any Google site: google.com, Google Calendar, etc.
I'm presented with:
An error occurred during a connection to www.google.com. The server rejected the handshake because the client downgraded to a lower TLS version than the server supports. (Error code: ssl_error_inappropriate_fallback_alert)
I don't know if this is a case of bug 1072382 (hats off to Mook for finding that for me) and the patch never made it to ESR or what, but breaking like the largest site on the Internet... seems like... a problem.
FWIW, Yahoo works fine...

So, it looks like "turning it off and turning it back on again" (restart) "fixes" (??) this, which leads me to believe that it's at least related to bug 1072382.
That state information about SSL is saved across browser sessions is an indication of how much I don't know about SSL developments these days.

I am not able to reproduce this on OSX 10.10 using ESR 31.3.0 going to look into this some more.

it looks like the issue was introduced by 1036737 which did find its way to esr 31 according the flags in the bug.. and it was fixed up by 1072382 which landed on 35 but didn't go to esr.
:mt should be able to resolve.

:mcmanus is correct. I don't know how to resolve this, other than to note that the uplift on bug 1036737 was performed against my recommendation (https://bugzilla.mozilla.org/show_bug.cgi?id=1036737#c22), but I don't know the release management process, so it got lost apparently.
