From the download page, click on the "continue" button to get the GNUZIP Tar shell script format of the J2SE. This brings to a license agreement page. Then when clicking on the "ACCEPT" button, Mozilla 0.9.5 stays on the same page instead of going to the download page. This page works with Netscape 6.2 and Konqueror. Running Mozilla 0.9.5 on Debian/Potato as packaged by Ximian (0.9.5-ximian.1).
