Windows NT can't shutdown with quick launch

Details
If you use mozilla quick launch, Mozilla wouldn't terminate automachically,
when Windows NT shutdown or logout.
Only Windows NT has this problem.

Running 5 Windows NT machines, I've seen this countless times...
You can kill using the end task dialog that appears, but we're not meant to make
the user resort to that...

This is a dup. The other bug is targetted for mozilla1.0.1 which I think isn't
high enough priority.
