Most/all data in Input that contains PII gets purged after 6 months. We try to keep the amount of data that's sitting around as minimal as possible.
Now that we're collecting Heartbeat data, we need to figure out how long we need to keep the data and what should happen to it.
This bug covers that.

I'm going to push this out until 2015q2 figuring at that point, we'll have < 6 months of data so we should figure out whether this is "indefinite" or "6 months". I'm secretly hoping we'll be ready to point Heartbeat at Telemetry by then and then this will be moot.

New quarter!
Current status of this is that getting HB off of Input isn't going to happen for a while. We should probably think about this this quarter.

The current situation is that we're going to keep everything until HB switches over to use the data pipeline. Then we'll figure out what to do at that point.
