[2.Testing Steps]: 
Set up: Set the flash as automatic in camera(By Default)

1. Open Camera and go to take a picture mode.
2. Tap the screen in a relatively dark place.
3. Tap screen before flash turned off. 
4. Quickly repeat step 3 many times.

[3.Expected Result]: 
4.After we stop to tap the screen, the Flash will turn off automatically

[4.Actual Result]: 
4. Flash always stayed in lighting status.

I can confirm that this happens with:
- gonk  v18d
- gecko b2g-inbound:6534b40ed186
- gaia  master:3446a7b7aca75769981c1da7158895e85e7b6583

It seems more likely to happen if the AE algo hasn't completely blown-out the exposure when you re-tap.

I just checked with the WebIDE, and the camera is reporting that flashMode is set to "auto". I've also confirmed that we set the flashMode to "auto" on app start, and with the above STR, don't change it. It looks like the driver is losing its mind.

we've confirmed that this issue not reproduced on v18D, and also check log you provided that low layer wait for flash status change flag and time out, without any flash close cmd from up layer.

Hi Youlong, I verify again on v18D but it indeed can be reproduced with it. Please help to check it again, thanks.
Note, the reproduce rate may be very low. You can tap the screen to get manual focus again and again around a dark environment then it has chance to reproduce it.

we've tried again and not reproduced. anyway, I think this isn't the key point. in my opinion, next step could follow the clues we analysis per your log, check if there's some problem in up layer.
