Recently (like maybe a week or so?) I have been unable to scroll the tabs with two fingers using a magic touchpad. It works on my MBP using the touchpad there, so maybe it's something specific to the external touchpad.
Is this with e10s enabled or disabled? If enabled, can you reproduce with it disabled?

Sorry, forgot that I had opened this. I had enabled apzc, which caused this. I'll morph this bug to fit that.

Tabs are scrolled by a DOMMouseScroll handler in the XUL scrollbox XBL binding. Once we properly dispatch DOMMouseScroll events when APZ is enabled (bug 1013412), this will be fixed.
