Cannot open new browser window while page loading

Details
While a page is loading, pressing CTRL+N causes nothing to happen. CTRL+1 will
still flick to the other already open browser window.
Once the page has finished loading, CTRL+N will open a new window.
This has happened in 0.9.5 (Win32 & Debian) as well as 0.9.6 (Debian).
I do *not* have this line in prefs.js:
user_pref("capability.policy.default.Window.open", "noAccess");

Since bug 764595 comment 121 reopened many bugs that are dupes of each other
(but not bug 764595 apparently), trying to better resolve the situation.
