Description:
The user is unable to tap, hold, and drag the move handle to move around an expanded group.

Repro Steps:
1) Update a Flame device to BuildID: 20150112010228.
2) Long-tap on any icon on the homescreen to enter the edit mode.
3) Tap the handle on an expanded group.
  
Actual:
The handle is not selectable. The user has to tap the collapse/expand button to collapse the group in order to move around.

Expected: 
The handle is selectable. The user can tap and hold the handle, which makes the group collapse, and the user can drag around the group.

Did you mean when you long-pressed blank space in edit mode, nothing happened?

Your expected behaviour is shown in the video - you can indeed long-press the drag handle and move the group around, as you demonstrate... Marking this as worksforme.

If you think that long-pressing in a blank expanded group should collapse and drag the group too, feel free to open a bug about that and discuss with UX, but the current behaviour is as specced, and indeed, as you describe.

Just an extra comment, I don't think long-pressing a blank area should drag the group - for a group with lots of icons and the blank area very far from the top of the group, this would be confusing and it would be hard to reconcile the position of the user's tap with the position of the collapsed group, which would be very far from the user's finger (there are things we can do, but I think it would lead to an odd-looking and feeling transition).

Now I see why I was confused. I was expecting the handle to be highlighted when selected, and displayed while the group is collapsed and moved around. Thanks for the clarification!
