Unable to reproduce this issue on Flame 2.0. App-grouping does not exist in v2.0, and overscrolling is not enabled by default. When overscrolling is enabled through Settings > Developer, the overscroll animation is different in v2.0, and the issue is not observed.
Environmental Variables:
Device: Flame 2.0 (319mb, Full Flash)

This has, obviously, nothing to do with app-grouping.
Do please make sure to consider whether a bug you're filing is actually an app-grouping bug or an unrelated bug that you may encounter when using the homescreen. Just because app-grouping is a new feature does not mean it's the cause of every new issue that occurs.
Disabling app-grouping would have no effect on this bug, so this bug does not block app-grouping. A bisection would also have shown that this is completely unrelated to app-grouping too.
No longer blocks: app-grouping
