Sebastian, in the unify-the-UI [1] email, mentioned this:
"* The Toolbar API allows us to have the same ActionBar behavior independently of the Android version we are running on (vs. maintaining different menus)"

I'll detach this from the Lollipop meta bug: We want to use android.support.v7.widget.Toolbar (independent from Android version) instead of android.widget.Toolbar (API >= 21).
