Reproduction:
When opening a file window under filepicker dialog still receives and responds to mouse events.
At the time of writing, I can confirm this bug on the AUR-supplied firefox-gtk3 package.
What's wrong with it not being modal? How does that impact users?
GTK3 apps (at least, gedit and gtk3-widget-factory) don't seem to make the ancestor window inactive when a file picker is shown.

Karl, do you think this needs 'fixing'? GTK2 Firefox is indeed insensitive to input when a file picker is shown.

Dialogs that are not modal and following platform behavior sounds good to me if there are no harmful consequences.

Marking wontfix, but can reconsider if there are problems.
