When using the browser in tabbed mode, HREF's with targets of new windows, and
other things that could cause a new window to be opened like javascript pop-ups,
still open a new window, outside of the current Mozilla window. There should be
an option to force Mozilla to open all new windows as tabs instead.

There's a pref for that : preferences -> navigator -> tabbed browsing -> open
tabs instead of windows for -> windows opened by the web page.
But the backend is not yet implemented
