Goal: Create a targeting rule to deliver Directory Tiles to users of Firefox Nightly, Developer and Beta editions on Desktop.
Rationale:
1. We have no audiences we can sell between now and when Related Tiles are turned on EXCEPT the developer-centric and exceptionally savvy audience for N-A-B releases (including developers edition). Examples: Optimizely, Box.net, GoDaddy, etc.
2. Will allow us to sell tiles that are more relevant to one target audience without actually collecting data on them. Benefits Mozilla in generating revenue from partners.
3. Ability to serve specific tiles to specific Releases, Locales and Countries

This got implemented in various bugs on the server side and a client fix to include the channel.
There's 2 desktop channels:
desktop: release + esr
desktop-prerelease: nightly, aurora, beta
