Details

The actual cause of this bug was bug 1088915. The server returned insufficient_security alert when we offered no RC4 cipher suites in the handshake (ironically, the server is the one that has insufficient security). We have never triggered a fallback for this error code. But I will not add more fallback reasons to workaround servers that require RC4.
