This is a simulation of the question of what happens to our en-US user who is typically in the US who travels outside of the American borders?
Currently with a device using a US VPN, under profile creation Yahoo is set correctly. On disabling of the VPN and returning to a Canadian IP (office Wi-Fi). My default remains Yahoo. This persists on browser close-re-open.

This is by design. We pull the geoip once and cache it. Welcome to America!
