In particular these prefs need to be correlatable with high/medium/low usage stats.

Monica we're combining FHR/telemetry in 38 so we'll just do this for the combined system. Georg, please add these to the pref whitelist.

Hi Monica, the implementation bug is bug 1131138. I listed the bugs we need to take care of there, including this one.
