As far as I know, telemetry has no high/medium/low usage, only session length. It seems preferable to put this in FHR.

Monica we're combining FHR/telemetry in 38 so we'll just do this for the combined system. Georg, please add these to the pref whitelist.

Neither of these appear to be listed in https://bug1122046.bugzilla.mozilla.org/attachment.cgi?id=8554686. Is there another bug for these?
